Delay can be discernment or avoidance because suspension is sometimes the right output of an ambiguous case while fear often dresses itself in the language of prudence.

Delay should not be judged too quickly.

Sometimes it means the case is not ripe and suspension is the right stance. Sometimes it means the person is waiting for risk to disappear rather than waiting for more reality contact.

The difference matters because one form of delay protects the act and the other form quietly prevents it from ever settling.
